Attorney Jackie Cowin represents clients in civil rights litigation matters. In this capacity, she provides counsel to municipalities on issues related to police misconduct, and represents police officers, police chiefs and municipalities in civil rights suits before the state and federal Courts. She also represents municipalities and their employees in common-law tort claims and contract actions. Additionally, Attorney Cowin assists clients with a variety of municipal law issues, including zoning matters, the Federal Telecommunications Act, firearms licensing, public records, and the Open Meeting Law.

U.S. District Court granted summary judgment, dismissing former employee’s claim that layoff violated USERRA protections granted to members of military. - O’Laughlin v. Town of Lee, et al. , U.S. District Court C.A. No. 13- 10111 (2013)
U.S. District Court dismissed plaintiff’s claim of Brady violations underlying prior conviction. - Gobbi v. Town of Norfolk, Norfolk Superior Court C.A. No. 12-01164 (2013)
Superior Court granted summary judgment, dismissing breach-of-contract claim arising from agreement to construct road in privately owned subdivision. - Bliss, et al. v. Fisher, et al., U.S. District Court C.A. No. 10-10252 (2012)
U.S. District Court granted summary judgment, dismissing plaintiffs’ claims of malicious prosecution arising from actions involving bond funds. - Cruz v. Kagan, et al. U.S. District Court C.A. No. 09-11793 (2011)
Jury rendered defense verdict in claim that police officers used unlawful deadly force. - Marcello v. City of Methuen, U.S. District Court C.A. No. 02-12404 (2008)
Following jury trial, U.S. District Court directed verdict in favor of defendants on police officer’s claim of unlawful termination.
- Defends cities, towns and their officials and employees before State and Federal Courts in civil rights matters, tort and contract claims, and firearms licensing appeals.
- Advises clients with respect to litigation matters, zoning issues, the Federal Telecommunications Act, firearms licensing, public records, and the Open Meeting Law.
- Has provided training to police officers on Fourth Amendment issues on behalf of the Municipal Police Institute, and to Southeastern Massachusetts Building Officials Association on the Federal Telecommunications Act.
