Attorney Lee S. Smith, has 30 years of experience counseling clients on general municipal law, has appeared before the Select Board on a wide range of issues, and served as Town Counsel at Annual and Special Town Meetings, including warrant preparation. Attorney Smith has expertise in complex real estate transactions including acquisition, sale, leasing and licensing, easements, Article 97 issues, historic preservation, conservation and open space restrictions, affordable housing, rail trail property acquisition, acceptance of public ways, Chapter Lands, public procurement, Community Preservation Act, Open Meeting Law, Conflict of Interest Law, public construction law including state and federally funded right of way projects, inter-municipal agreements, and contracts.
Attorney Smith joined the firm after working for 11 years with Massachusetts Development Finance Agency (a/k/a, MassDevelopment) on the redevelopment of the former Fort Devens where he was responsible for counseling MassDevelopment with respect to both municipal law and real estate development. Prior to that, Attorney Smith was with the law firm of Morrissey, Hawkins & Lynch where he represented the Town of Belmont as well as private clients including corporations, limited liability companies and partnerships.
